It is owned and operated by the KBOO Foundation, a nonprofit, and broadcasts at 90.7 FM in Portland, 91.9 FM in Hood River and 104.3 FM in Corvallis, with a live stream online. Its transmitter sits in Portland's West Hills.
A group of Portlanders organized as Portland Listener Supported Radio in 1964 with help from Lorenzo Milam, founder of KRAB in Seattle, and KBOO went on the air in June 1968. The station owns its building on SE 8th Avenue in Portland and is affiliated with the Pacifica Radio Network.
KBOO's mission is to embody equitable social change, share knowledge and foster creativity by delivering locally rooted and diverse music, culture, news and opinions, with a commitment to the voices of oppressed and underserved communities. Its free-form schedule mixes news and public affairs programming, which the station's programming charter directs toward unpopular, controversial or neglected perspectives on local, national and international issues, with arts, cultural and music programs ranging from traditional to experimental.
KBOO is governed by a board of directors elected by its members. A small paid staff coordinates day-to-day operations and the hundreds of volunteers who produce and host most of the programming, and all regular, non-interim employees are represented by CWA Local 7901. Paid openings have included station management, membership and fundraising, news and public affairs direction, and volunteer coordination. KBOO also offers internships and training for volunteers.
